OFF2000: Photo Editor Is Unable to Open More Than 32 Images

If you attempt to open or create more than 32 images in Microsoft Photo
Editor, you may receive the following error message:
This behavior occurs even if the images you are attempting to open are
small in size.
This problem occurs because the maximum number of images that can be open
at one time in Photo Editor is 32 images.
To resolve this behavior, close some open files in Photo Editor, and then try to open or create a new file.
