PUB2000: Tables Converted to Pictures When Saving as HTML

When you convert a publication to HyperText Markup Language (HTML) format,
Microsoft Publisher converts all tables to GIF images. If you open the HTML document in an HTML authoring program, such as Microsoft FrontPage, you cannot edit the text in the table.
Publisher tables support many features that HTML tables do not. In
order to make Publisher tables look as good as possible on a Web Page,
Publisher converts its tables to GIF images.
