PUB2000: Can't Change Size of Drop Cap from Format Toolbar

If you select a Drop Cap, you can change the font and font color
on the Format toolbar, but you cannot change its size. You can
change the number in the Point Size box, but the Drop Cap size will not
change.
The size of a Drop Cap is determined by the size of the text in the
paragraph, the line spacing, and the number of lines of text the Drop Cap should be even with. The latter setting cannot be changed on the Format toolbar and must be changed in the Custom Drop Cap Options dialog box.
To change the size of the Drop Cap, follow these steps:
- Click anywhere in the paragraph that contains the Drop Cap, and then click Change Drop Cap on the Format menu.
- Click Custom Drop Cap.
- In the Size list under Choose Letter Position and Size, select the number of lines of paragraph text you want the Drop Cap to be even with, and then click OK.
NOTE: The first time you try to change the size of a Drop Cap from the
toolbar, Publisher displays the following message:
If you are trying to change the size of this Drop Cap,
click the Format menu, click Drop Cap, and then click
Custom Drop Cap. For step-by-step instructions, press F1 now.
