FrontPage moves the <base> tag to the header section of the HTML code when you insert a <base> tag into the body section of the HTML code

SYMPTOMS

After you insert a <base> tag into the body section of the HTML code, FrontPage moves the <base> tag to the header section of the HTML code.

CAUSE

FrontPage will completely preserve the code typed in a <base> tag. However, it moves the tag to the header section of the HTML code.

Although many browsers support <base> tags in other places in a document, FrontPage uses the World Wide Web Consortium HTML 4.0 specifications for <base> elements.

FrontPage complies with the W3C (World Wide Web Consortium) HTML 4.0 specification on the use of the <base> element in an HTML page. According to the specification, the <base> element must be in the <head> section of the document when it is present.
