Permission Errors Occur after Upgrading to FrontPage 2000

This article was previously published under Q223433

SYMPTOMS

After you upgrade to Microsoft FrontPage 2000 on a computer running Windows NT 4.0, authoring a Web as an Administrator may result in permission errors.

In most cases, the errors occur when you are saving a file in a newly- created folder. For instance, the following error may occur when saving a file to the newly created folder new_folder:
Server error: Cannot create folder
"C:\inetpub\wwwroot\New_Folder\_vti_cnf"

CAUSE

The error originates from performing the following setup steps:
  1. Install Windows NT 4.0 Server. During the installation of the OS, convert the file system to NTFS.
  2. Install Internet Explorer 4.0 and Service Pack 3 (SP3) or SP4.
  3. Install the Windows NT 4.0 Option Pack, which includes the FrontPage 98 Server Extensions.
  4. Install FrontPage 2000, which also upgrades the Server Extensions to FrontPage 2000.
In this setup configuration, the group Creator Owner was never given Administer rights to the FrontPage 98 Web, and when FrontPage 2000 was installed, it was downgraded to Browse permission. The resulting configuration causes permissions problems for the Administrator on the Web. The behavior only occurs if the file system was converted to NTFS during the installation of Windows NT 4.0.

RESOLUTION

To resolve this problem, use the FrontPage Client to remove the Creator Owner group from the permissions of the Web or grant the Creator Owner group Administer permissions for the Web. To do this, use the following steps:
  1. Open the FrontPage Client and open the Web where the permissions problems are occurring.
  2. On the Tools menu, click Security, and then click Permissions.
  3. On the Groups tab, click the Creator Owner group and click Remove.
  4. You can alternatively click the Creator Owner group, click Edit, and select the radio button to grant Administer rights.
  5. After changing the permissions, click Apply, and then click OK.

STATUS

Microsoft has confirmed that this is a problem in the FrontPage 2000 Server Extensions.
