SharePoint 2007: Migrate user - Could not load user migrator assembly

Symptoms

We get the following error when we try to run the following command :

stsadm -migrate user -oldlogin <userid> -newlogin <newuserid> -ignoresidhistory

"Could not load user migrator assembly "Microsoft.SharePoint.Portal, Version=12.0.0.0, Culture=neutral, PublicKeyToken=71e9bce111e9429c", class "Microsoft.SharePoint.Portal.PortalAccountMigrationManager", referenced in feature "f0deabbb-b0f6-46ba-8e16-ff3b44461aeb"."

Cause

Have applied only the hotfix KB 979445 without applying KB 983444

Resolution

Apply hotfix KB 983444, this resolves the issue
