Cannot Move Programs Between Multiple Monitors

When you try to move a program between multiple monitors on a computer using the multiple monitor functionality, you may not be able to move or reposition some programs.
This behavior can occur if the program is maximized or running in full-screen mode.
To resolve this behavior, resize the program window or use a non-maximized setting.
This behavior is by design.
Some programs cannot use the multiple monitor functionality. For example:
- MS-DOS based programs that only run in full-screen mode.
- Some games that only run in full-screen mode.
- Windows NT Terminal Server client running in full-screen mode.
These examples can run only on the primary monitor.
