Taskbar Missing in Windows 95/98/Me

SYMPTOMS

When you start Windows, the taskbar may be missing or not displayed correctly.

CAUSE

This issue can occur if the registry has been damaged.

RESOLUTION

Therefore, make sure that you follow these steps carefully. For added protection, back up the registry before you modify it. Then, you can restore the registry if a problem occurs. To resolve this issue, use Registry Editor to delete the following registry key:
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\StuckRects
When you restart Windows, the taskbar is automatically recreated.
