Cannot Install Hewlett-Packard 4200c Scanner's PrecisionScan LT 3.0 Software in Windows Millennium Edition

When you insert the Hewlett-Packard (HP) PrecisionScan LT 3.0 CD-ROM that is included with HP 4200C scanner and let Setup start automatically, or if you start Setup manually by running the Setup.exe file from the root folder of the CD-ROM, you receive the following error message:
USB Bios enable failed; unable to turn on USB ports. Please contact your computer manufacturer's support line to assist you in turning on your USB support in the BIOS.
The Setup.exe program in the root folder of the CD-ROM that runs automatically is a "wrapper" program to install the software on the CD-ROM. It starts the corresponding Setup.exe program for the software. The Setup.exe program in the root folder attempts to perform some Universal Serial Bus (USB) operations and determines that USB cannot be enabled.
To install the software, run the Setup.exe program that is located in the English folder on the HP CD-ROM (where the scanning software files are located). To do so, perform the following steps:
- Insert the HP Precision Scan LT Software compact disc. When the "USB BIOS Enable Fail" error message is displayed, click Exit to remove it.
- Open Windows Explorer.
- Click the plus sign (+) to the left of the CD-ROM drive to expand the folder list of the HP Precision Scan LT Software compact disc.
- Select the English folder in the left window pane.
- Double-click on the Setup.exe file in the right window pane to start the software installation.
