Error message "Outlook Express could not be started because MSOE.DLL could not be loaded" when you start Outlook Express

SYMPTOMS

When you start Outlook Express, you may receive the following error message:

Outlook Express could not be started because Msoe.dll could not be loaded.

CAUSE

This behavior can occur if there are different versions of Outlook Express files located in the C:\Program Files\Outlook Express folder because of the installation or uninstallation of different Outlook versions.

RESOLUTION

To resolve this behavior, back up your Outlook Express data, and manually remove and reinstall Outlook Express.

After I got the blue screen of death loading XP service pack 2 I followed microsoft's procedure to remove SP2. Whew everything came back like it was suppose to except outlook express. I got the msoe.dll could not load message. Seeing the message above I went to my windows explorer and searched for msoe.dll. Sure enough there was the new version of msoe.dll and in another directory the old version of the dll. By hovering over each dll on XP a hint window pops up and gives you the version number. so in the c:\program files\outlook express folder I renamed the dll file msoe.dl_ then copied the older version dll form (in my case c:\windows\ServicePackFiles\i386) to c:\program files\outlook express. It worked! no backing up files or removing components.

This worked. I actually didnt have to copy any files over. When I did my search and located the two files in the exact same directories as outlined above, I just changed the old file name and I was able to load outlook express.

I reinstalled OE and it didn't fix it.

For OE6.0. Find all *.dbx files on your computer related to the OE folders. Remove attribute "read only" for each of these files. OE should start normally after this.

Just encountered the same problem after an udate to OE 6.0. After reading the above I started with Chris's suggestion. After finding several versions of msoe.dll under program files/outlook express I found that removing all but the latest version is what worked for me. Thanks for help in getting me pointed in the right direction.

Further to my last it turns out that the fix was really as a result of me having put the older msoe.dll on the desktop. When I removed the older version .dll from the desktop OE did not work. Once I put it back on the desktop all was fine again. Go figure...
