Error Message: An Error Was Detected While Configuring Certificate Services

You installed Microsoft Certificate Server on your computer and, when prompted, you disabled Microsoft Internet Information Services (IIS). The following error message is displayed:
An error was detected while configuring Certificate Services. The Certificate Services Setup Wizard will need to be rerun to complete the configuration. Certificate Services Setup failed with the following error: A stop control has been sent to a service that other running services are dependent on. 0x8007041b (WIN32: 1051)
This behavior can occur because one or more services in your computer system are dependent upon IIS. Your computer system is configured so that IIS Admin Service cannot be disabled if other services are dependent upon it.
NOTE: Microsoft Site Server may also cause the same behavior when installed on the same server as IIS.
To resolve this behavior, follow these steps:
- Verify the service or services that are dependent upon IIS by performing the following steps:
- Start the services Microsoft Management Console (MMC): click Start, click Run, and then type:
services.msc
- Press Enter.
- Right-click IIS Admin Service and click Properties.
- Click the Dependencies tab.
- Search for any services that depend upon IIS Admin Service.NOTE: By default, IIS Admin Service has the Simple Mail Transfer Protocol (SMTP) and World Wide Web Publishing Services dependent upon it, but these services cannot cause this problem.
- Disable any services that are dependent upon IIS Admin Service, such as Site Server.
- Restart any necessary services after you install Certificate Server.
Microsoft has confirmed that this is a problem in the Microsoft products that are listed at the beginning of this article.
