Can you see other pictures on the same website? Can you see pictures on other websites? If you can see other pictures, then the website you are visiting might have a broken picture link.
Try this
Turn on Compatibility View: If Internet Explorer recognizes an incompatible webpage, you’ll see the Compatibility View button on the address bar. Try clicking it. The next time you visit the site, Internet Explorer will automatically show it in Compatibility View.

To check the file type of a picture, follow these steps:
- Right-click the red x (or placeholder) for the picture that is missing, and then click Properties.
- Look at the Address (URL) value and note the file name extension. For example, the Address (URL) value for a GIF picture is "gif"(.GIF).
- Make sure that the Address (URL) value matches one of the supported picture file types.

Clear your temporary Internet files to free up space- Open Internet Explorer by clicking the Start button

- On the General tab, click Delete.
- In the Delete Browsing History dialog box, select the check box next to each category of information you want to delete.
