Unable to Open SharePoint Portal Server Administration Console

When you click
SharePoint Portal Server Administration on the Administrative Tools menu you may receive the following error message:
Unable to open the SharePoint Portal Server named Servername.
After you remove the error, the console loads. However, the servers do not display in the tree view.
This behavior can occur if you use a proxy server to access servers outside of your network and you do not click
Bypass proxy server for local addresses in your Microsoft Internet Explorer LAN settings.
To resolve this behavior, verify that you have properly configured your proxy settings in Internet Explorer. To do so:
- Start Internet Explorer.
- On the Tools menu, click Internet Options.
- Click the Connections tab, click LAN Settings, and then click Bypass proxy server for local addresses.
- Click OK, and then click OK.
