FIX: ServerXMLHTTP provides no access to response headers when the request fails

ServerXMLHTTP does not provide access to the HTTP response headers when the request fails, even when it contains some header information.
ServerXMLHTTP checks that the complete response has been received before providing access to the response headers. If the request fails, no access is provided.
Microsoft has confirmed that this is a problem in the Microsoft products that are listed at the beginning of this article.
This bug was corrected in Microsoft XML 3.0 Service Pack 1.
