STS: Error Message When You Use SSC Add-in: The Page Cannot Be Found

When you use the Self-service Site Creation (SSC) add-in to create a subweb in a Web site based on SharePoint Team Services from Microsoft, you may receive the following error message:
The page cannot be found.
The page you are looking for might have been removed, had its
name changed, or is temporarily unavailable.
This behavior occurs if you use double-byte characters, such as Asian language characters, in the Script Directory
Name box when you enable Self-service Site Creation on a virtual server.
To work around this issue, use only American Standard Code for Information Interchange (ASCII) characters in the Script Directory
Name box when you enable the SSC add-in on a virtual server.
The
Name box is found on the Enable Self-service Site Creation page, which appears when you click
Manage Self Service Site Creation (SSC) in SharePoint Team Services Site Administration.
Microsoft has confirmed that this is a problem in the Microsoft products that are listed at the beginning of this article.
The Self-service Site Creation (SSC) add-in allows intranet administrators or Internet service providers (ISPs) to configure SharePoint Team Services in such a way that authenticated users can easily create new SharePoint team Web sites (subwebs).
To obtain the SSC add-in, browse to the following Microsoft Web site:
