FP2002: Error Message: The User Account 'Username' Cannot Be Added...

SYMPTOMS

When you attempt to add a user account to the permissions by using the FrontPage Server Extensions Administration page, you may receive the following error message:
The user account 'username' cannot be added to the current virtual server because it is in use by a Web on a different virtual server. User accounts created by Microsoft SharePoint or FrontPage Server Extensions can only be used by one virtual server at a time. Try to create a new account with a different name.

CAUSE

By default, FrontPage 2002 Server Extensions and SharePoint Team Services from Microsoft do not allow accounts created by the extensions to be used on any site other than the site for which they were created.

WORKAROUND

To work around this problem and use accounts on a different server, disable account tracking, To do this, run the SharePoint Team Services Command-Line Utility (Owsdadm.exe):
  1. On the Windows Start menu, click Run.
  2. In the Open box, type cmd and click OK.
  3. At the command prompt, change to the following folder:
    Program Files\Common Files\Microsoft Shared\Web Server Extensions\50\Bin
  4. At the command prompt, type the following command and press ENTER:
    OWSADM.EXE -o setproperty -pn accounttracking -pv 0
