Australian Daylight Saving Time Transition Is Incorrect

SYMPTOMS

There is a difference of one hour between the Daylight Saving Time end-transition implementation and the documented legislation for some states in Australia. The implementation is to end Daylight Saving Time at 2:00 A.M. Daylight Saving Time and then roll back the system clock by one hour to 1:00 A.M.. However, the legislation states that Daylight Saving Time is to end at 2:00 A.M. Standard Time, so the change would occur at 3:00 A.M. Daylight Saving Time to roll back by one hour to 2:00 A.M.. All time zones in Australia that participate in Daylight Saving Time are affected. That includes all computers in New South Wales, Victoria, Tasmania, Australian Capital Territory and South Australia. Because Western Australia, Queensland and Northern Territory do not participate in Daylight Saving Time, they are not affected by this change.

RESOLUTION

A supported fix is now available from Microsoft, but it is only intended to correct the problem that is described in this article. Apply it only to computers that are experiencing this specific problem.
