Server Configuration Application Does Not Start Correctly and Database Configuration Application Does Not Work

Description of the Microsoft Windows Registry
A Content Management Server (CMS) 2001 administrator may notice that the Server Configuration Application (SCA) does not start correctly, or a user may receive one of the following error messages when the SCA is started:
The primary Microsoft Content Management Server entry point can not be found
Please run the Microsoft Content Management Server Database Configuration Application to correct these problems.
When you run the Database Configuration Application (DCA), you may receive the following error message:
Could not get system account settings
Invalid Range of parameters passed to function

WARNING: If you use Registry Editor incorrectly, you may cause serious problems that may
require you to reinstall your operating system. Microsoft cannot guarantee that you can solve
problems that result from using Registry Editor incorrectly. Use Registry Editor at your own
risk.
When these problems occur, verify that the following three items are installed and set correctly:
