Form Web Part sends incorrect "Off" value through Web Part Connection in FrontPage 2003

SYMPTOMS

In a Web Parts page, when you perform an action that fires a connection between a Web Part Form and an Image Web Part, the Web Part Form may send an incorrect value through the Web Part Connection. 1. You open a Web Parts page in Microsoft Office FrontPage 2003.
  2. You move a Web Part Form from one zone to another. The Web Part Form is connected to an Image Web Part.
  3. You perform an action in the Web Part Form that fires the connection between the Web Part Form and Image Web Part two or more times.
