Systems Management Server 2003 Software Metering Client Agent Cannot Detect Applications That Start Slowly
The Microsoft Systems Management Server (SMS) 2003 Software Metering client agent cannot meter applications that run on the client computer. The Software Metering Manager log file (Mtrmgr.log) in the SMS_CCM/Logs folder on the SMS 2003 client may contain a message that is similar to the following error message:

<![LOG[No usage will be tracked for process 4008, as failed to get owner info or executable file
This problem may occur if an application takes a long time to start. For example, you run the application over a slow network link). The software metering client agent cannot detect that the application has started.
The time before the SMS 2003 client agent does not capture the start event varies depending on the configuration of the client computer. The Software Metering client agent may not detect applications that take more than approximately 8 to 10 seconds to start. If it takes longer for the application's user interface to appear than for the application to start, the application is still metered if the application process starts within 8 to 10 seconds.
To work around this problem, you can configure the application to run on the local computer instead of over slow network links.
