Systems Management Server 2003 Status Message 4909 Incorrectly Reports that the Site Component Manager Cannot Publish to Active Directory

SYMPTOMS

You may receive the following message ID 4909 status message from Microsoft Systems Management Server (SMS) 2003 Hierarchy Manager:
SMS Systems Management Server could not locate the "System Management" container in Active Directory. Nor could it create a default container. This will prevent Site Component Manager from updating or adding any objects to Active Directory.

MORE INFORMATION

The status message reports that the Site Component Manager cannot publish to Active Directory. However, the Site Component Manager may be able to publish to Active Directory. The SMS 2003 Hierarchy Manager may actually not be able to publish to Active Directory.

Although both the SMS 2003 Hierarchy Manager and the SMS 2003 Site Component Manager can publish to Active Directory, the text for status message 4909 only mentions SMS 2003 Site Component Manager. As a result, the status message may incorrectly point to the SMS 2003 Site Component Manager as the source of the error.

Microsoft has confirmed that this is a problem in the Microsoft products that are listed in the "Applies to" section of this article.

What do you mean can it or can it not publish to AD. If so how do we resolve this issue. Did we outsource to India for technical support from Microsoft too.
