When you run the Setup program to install Microsoft SharePoint Portal Server 2001, you may receive an error message that is similar to the following:
Setup failed while installing subcomponent Information Store service with error code 0xC103798A.
Please consult the installation logs for a detailed description.
When you view the Errorlog.txt file, you see entries that are similar to the following:

This issue may occur if an issue exists with the Simple Mail Transport Protocol (SMTP) service or the SMTP virtual server in Microsoft Internet Information Services (IIS), and this issue is preventing the Setup program from installing SharePoint Portal Server on the computer. Both the Simple Mail Transport Protocol (SMTP) service and the SMTP Virtual Server must be started and running for SharePoint Portal Server to install and function correctly on the computer.
To resolve this issue, make sure that the Simple Mail Transport Protocol (SMTP) service is installed on the server, and make sure that both the Simple Mail Transport Protocol (SMTP) service and the SMTP virtual server are started and running correctly on the server.

and low, and have tried a lot of solutions. When you finally found it, chances
are, it was because someone else helped you. Here's your chance to give back.

didn't.
Please also understand that the community feedback system is not warranted to be
correct, it's simply a system that we've built to let people try and help each
other. If something in a feedback response doesn't make sense to you, or you're
not comfortable making changes that the feedback talks about (like registry
