The "Cannot proceed" error message is logged to the Spin.exe error log when you try to import content to a SharePoint Portal Server 2003 subsite
You may find that you cannot use the Document Library Import Tool (Spin.exe) to import content from a Microsoft SharePoint Portal Server Web Storage System-based document library to a document library in a Microsoft Office SharePoint Portal Server 2003 subsite. When you try to do this, error messages that are similar to the following are logged to the Spin.exe error log:
http://ServerName/sites/SiteName/SubsiteName is not a valid team site. The longest valid prefix is http://ServerName/sites/SiteName
http://ServerName/sites/SiteName/SubsiteName is not a valid site. Cannot proceed.
This problem occurs if Spin.exe assumes that the URL of the SharePoint Portal Server 2003 subsite in the command-line represents a parent site instead of a subsite.
This problem is corrected in Microsoft Office SharePoint Portal Server 2003 Service Pack 2.
To resolve this problem, obtain the latest service pack for SharePoint Portal Server 2003. For more information, click the following article number to view the article in the Microsoft Knowledge Base:

Very often, it takes hours to solve a problem. Very often, you've looked high
and low, and have tried a lot of solutions. When you finally found it, chances
are, it was because someone else helped you. Here's your chance to give back.
Use our community feedback tool to let others know what worked for you and what
didn't.
Please also understand that the community feedback system is not warranted to be
correct, it's simply a system that we've built to let people try and help each
other. If something in a feedback response doesn't make sense to you, or you're
not comfortable making changes that the feedback talks about (like registry
edits), please consult a professional.
