The BizTalk Server 2004 Installation Wizard does not create the Rules database when you install the BizTalk Server 2004 Administration Tools

SYMPTOMS

When you run the Microsoft BizTalk Server 2004 Installation Wizard and you decide to install only Administration Tools, the Rules database is not created.

CAUSE

By default, when you install only the Administration Tools in the BizTalk Installation Wizard, the wizard does not create the Rules database.

RESOLUTION

To resolve this issue, install the Rules Engine component when you run the BizTalk Installation Wizard. To do this, follow these steps:
  1. Restart the BizTalk Server Installation Wizard.
  2. In the Installation Options dialog box, click Custom, and then click Next.
  3. Under Runtime Components, click to select the Rules Engine check box, and then click Next.
  4. Complete the BizTalk Installation Wizard.
