The option to reassign records is unavailable on Microsoft CRM Actions menu
SYMPTOMS
When you edit a user's record and then try to reassign that user's records, the Reassign records option is not available on the Actions Menu in Microsoft CRM.
CAUSE
The option to reassign records is not available with standard licenses. The user who is trying to reassign the records must have either a Professional Suite license or both a Professional Sales and a Professional Customer Service License.
RESOLUTION
To solve this issue, see your system administrator to make sure that your deployment has Professional licenses available. Follow these steps to assign the user who is trying to reassign records a Professional Suite license or both a Professional Sales and Professional Customer Service License.
1. Make sure you are logged in as a user with sufficient security privileges and access to edit the specific User record.
2. Open the record of the User who must reassign records.
3. In the User record, click the Licenses side tab, and then click Manage Licenses.
4. Add the Professional Suite or both Professional Sales and Professional Service licenses to the user.
5. Save the User record, log in as that user, and then try to reassign the records.

Community Feedback System
Very often, it takes hours to solve a problem. Very often, you've looked high
and low, and have tried a lot of solutions. When you finally found it, chances
are, it was because someone else helped you. Here's your chance to give back.
Use our community feedback tool to let others know what worked for you and what
didn't.
Please also understand that the community feedback system is not warranted to be
correct, it's simply a system that we've built to let people try and help each
other. If something in a feedback response doesn't make sense to you, or you're
not comfortable making changes that the feedback talks about (like registry
edits), please consult a professional.
