You receive a "Users cannot open a form because of the security level" error message when you publish a form template
When you publish a form template in Microsoft Office InfoPath 2003 Service Pack 1 (SP1), the Publishing Wizard displays the following message:
User will not be able to open this form because of the security level it requires and because no alternate access path has been specified.
To enable users to open the form, you must enter an alternate access path.
This problem occurs because the
Alternate access path box is blank.
To work around this problem, click
Cancel when you receive the error message.
Microsoft has confirmed that this is a problem in the Microsoft products that are listed in the "Applies to" section.
