When you use the Document Library Import Tool (Spin.exe) to import content from a Microsoft SharePoint Portal Server Web Storage System-based document library to a document library in a Microsoft Windows SharePoint Services subsite, users are not added to the site groups in the subsite. Error messages that are similar to the following are logged in the Spin.exe error log:
Parsing User element.

Adding user to sitegroup failed
.
This problem occurs if the Windows SharePoint Services subsite in Microsoft Office SharePoint Portal Server 2003 is configured to inherit permissions from the parent site. The Spin.exe tool incorrectly processes the import operation if the
Use the same permission as parent site option was used when the subsite was created.
