If the value for the
ProxySettingsPerUser
registry subkey under the
HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Internet Settings\
registry subkey is zero, you cannot share the Microsoft Internet Explorer proxy settings across users when you use the Microsoft .NET Framework 1.1.
A supported hotfix is now available from Microsoft, but it is only intended to correct the problem that is described in this article. Only apply it to systems that are experiencing this specific problem. This hotfix may receive additional testing. Therefore, if you are not severely affected by this problem, we recommend that you wait for the next Microsoft .NET Framework 1.1 service pack that contains this hotfix.

If your program uses the Windows Internet (WinInet) API, you can set the
ProxySettingsPerUser
registry subkey value under the
HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Internet Settings\
registry hive to a value of zero. A value of zero lets you share Internet Explorer proxy settings across users in the
HKEY_LOCAL_MACHINE
registry key.
If you use the Microsoft .NET Framework 1.1, the .NET Framework 1.1 does not examine the
HKEY_LOCAL_MACHINE
registry hive for the Internet Explorer proxy settings. Therefore, the .NET Framework 1.1 does not obtain the Internet Explorer proxy settings if the settings are specified under the
HKEY_LOCAL_MACHINE
registry hive. After you apply this software update, the Internet Explorer proxy settings can be read from the
HKEY_LOCAL_MACHINE
registry hive when you program by using the .NET Framework 1.1.
