You receive a "Field value is missing or incorrect" error message when you try to import a management pack to Microsoft Operations Manager 2005
When you try to import a custom management pack that was created by using server that is running Microsoft Operations Manager (MOM) 2000 Service Pack 1 (SP1) to a server that is running MOM 2005 Management Server, you may receive an error message that is similar to the following:
Operation: Import Management Pack
Name: C:\CustomMP_Name.akm
Status: Failed
Description: Management Pack object (ID:'{31BC98F0-1E0C-4262-BF72-C2744EBF30B9}') is not valid. Field value is missing or incorrect.
Sub Operation: Importing Management Pack from 'C:\CustomMP_Name.akm' to DB 'MOMManagementServerName'
Sub Operation: Loading Management Pack from:'C:\CustomMP_Name.akm'
Sub Operation: Loading Management Pack from DB, server:'MOMManagementServerName'
Sub Operation: Importing Management Pack from 'C:\CustomMP_Name.akm' to DB 'MOMManagementServerName'
This behavior occurs when the custom management pack contains a rule name that is blank.
Additionally, when you create a rule name that is blank in MOM 2000 SP1, and then you use the MOM 2000 SP1 Administrator Console to delete the rule name that is blank, the rule no longer appears in the MOM Administrator Console. However, the rule may still reside in the management pack. When you try to import the management pack in MOM 2005, the deleted rule that is contained in the management pack generates an error.
This behavior is by design.

Community Feedback System
Very often, it takes hours to solve a problem. Very often, you've looked high
and low, and have tried a lot of solutions. When you finally found it, chances
are, it was because someone else helped you. Here's your chance to give back.
Use our community feedback tool to let others know what worked for you and what
didn't.
Please also understand that the community feedback system is not warranted to be
correct, it's simply a system that we've built to let people try and help each
other. If something in a feedback response doesn't make sense to you, or you're
not comfortable making changes that the feedback talks about (like registry
edits), please consult a professional.
