You receive the "Cannot display the End User License Agreement which must be displayed and accepted before you can use the application" error message when you try to start Works 6

SYMPTOMS

When you try to start Microsoft Works 6, Works 6 does not start. Additionally, you receive the following error message:
Cannot display the End User License Agreement which must be displayed and accepted before you can use the application. To display the agreement, reinstall the application.

CAUSE

This issue may occur when you have Works 6 and Microsoft Office FrontPage 2003 installed on the computer. The installation of FrontPage 2003 replaces a .dll file that affects the Works 6 End User License Agreement (EULA) acceptance. This replaced .dll file expects a Microsoft Works 7 or a later version EULA acceptance.

WORKAROUND

To work around this issue, create a Wks7eula.txt file. To do this, follow these steps:
  1. In Microsoft Windows Explorer, locate and then click the following folder:
    drive:\Program Files\Common Files\Microsoft Shared\Works Shared
  2. Right-click the Wks6eula.txt file, and then click Copy.
  3. Right-click the Works Shared folder, and then click Paste.

Note A new copy of the Wks6eula.txt file is pasted in the Works Shared folder. This folder is called Copy of Wks6eula.txt.
  4. Right-click the Copy of Wks6eula.txt file, and then click Rename.
  5. Type Wks7Eula.txt, and then press ENTER.
  6. Click Yes if you receive a prompt to confirm that you want to rename the Copy of Wks6eula.txt file to the Wks7Eula.txt file.
  7. Start Works 6.

This error also displays for Picture It 7, but this fix did not help it to run. I was wondering what broke my beloved PictureIt program--I did recently install FrontPage 2003. Aarrrgggghhh!
