You receive a "This Software Update doesn't need to be applied to this computer" error message when you try to install MOM 2005 Service Pack 1

SYMPTOMS

When you try to install Microsoft Operations Manager (MOM) 2005 Service Pack 1 (SP1), you receive the following error message:

This Software Update doesn’t need to be applied to this computer.
Additionally, if you right-click the MOM2005SP1.msp file or the MOM2005SP1_Reporting.msp file, and then click Apply, you receive the following error message:
Windows Installer

The upgrade patch cannot be installed by the Windows Installer service because the program to be upgraded may be missing, or the upgrade patch may update a different version of the program. Verify that the program to be upgraded exists on your computer and that you have the correct upgrade patch.

CAUSE

This issue occurs if the MOM Management Server on which you want to install MOM 2005 SP1 is running a version of Windows Installer that is earlier than Windows Installer 3.1. The MOM 2005 SP1 Setup program requires Windows Installer 3.1.

Note The MOMPatch.log file that is created when you try to install MOM 2005 SP1 contains the following error information:
DEBUG: Error 2759:  Transform MOMXAgentToMOMXAgentU version 300 incompatible with engine; Min: 30, Max: 200.

The MOMPatch.log file is located in the Temp folder of the user who installs MOM 2005 SP1. To view this file, click Start, click Run, type notepad %temp%\mompatch.log, and then click OK.

RESOLUTION

To resolve this issue, install the Windows Installer 3.1 redistributable package (WindowsInstaller-KB893803-v2-x86.exe), and then install MOM 2005 SP1. To obtain the Windows Installer 3.1 redistributable package, visit the following Microsoft Web site:

The MOM 2005 SP1 release notes mention that Windows Installer 3.1 is also required for the MOM 2005 SP1 push-install agent.
