The document tab order changes when you change the view of a form from Split Form view to Design view in Access 2007

SYMPTOMS

When you change the view of a form in Microsoft Office Access 2007 from Split Form view to Design view, the document tab order is changed. The tab for the form that you changed is moved to the last position in the document tab list.

STATUS

Microsoft has confirmed that this is a problem in the Microsoft products that are listed in the "Applies to" section.
