A folder shortcut on the Links bar in Internet Explorer does not open in a new window when you click it

SYMPTOMS

When you click a folder shortcut on the Links bar in Microsoft Internet Explorer, the folder opens within Internet Explorer and not in a new window.

The folder opens within Internet Explorer when the folder shortcut cannot be seen on the Links bar, and you must click the double arrow to see the folder shortcut. However, if the folder shortcut is visible, the folder opens in a new window when you click it.

CAUSE

When you click a visible folder shortcut on the Links bar, Internet Explorer uses the Open method. The Open method opens the folder in a new window. When you click a folder shortcut in the shortcut menu for the Links bar, Internet Explorer uses the Navigate method. The Navigate method opens the folder within the current Internet Explorer window.

This does not tell how for me to fix?? Can you tell me how to fix, I'm haveing the problem described.
