The "Turn off sending URLs as UTF-8" policy setting for Internet Explorer 7 does not function as expected

SYMPTOMS

The Turn off sending URLs as UTF-8 policy setting for Windows Internet Explorer 7 does not function as expected. This policy setting specifies whether to use UTF-8 for the exchange of Internet addresses (URLs) that contain characters in any language. UTF-8 is a standard that defines characters so that they are readable in any language.

When you try to enable the policy, Internet Explorer 7 instead lets you use UTF-8 to send URLs and does not block them. When you disable this policy, users cannot use UTF-8 characters in a URL.

Additionally, in the Internet Options item in Control Panel, under International on the Advanced tab, the Send UTF-8 URLs check box will be selected. However, this check box is unavailable when the Turn off sending URLs as UTF-8 policy setting is enabled. The Send UTF-8 URLs check box will be unselected and unavailable if the Turn off sending URLs as UTF-8 policy is disabled.

CAUSE

The Turn off sending URLs as UTF-8 policy setting is behaving in the opposite manner of what is specified in the explanation text for this policy. The current behavior is described in the following list:
  • If you enable this policy setting, Internet Explorer enables sending URLs as UTF-8. The user cannot change this policy setting.
  • If you disable this policy setting, Internet Explorer disallows sending URLs as UTF-8. The user cannot change this policy setting.
  • If you do not configure this policy setting, the user can enable or prevent the sending of URLs as UTF-8 within Internet Explorer.

WORKAROUND

Note Because there are several versions of Microsoft Windows, the following steps may be different on your computer. If they are, see your product documentation to complete these steps.

To work around this problem, follow these steps:
  1. Click Start, click Run, type gpedit.msc, and then click OK.
  2. Under User Configuration, expand Administrative Templates, expand Windows Component, expand Internet Explorer, and then expand Internet Settings.
  3. Click URL Encoding.
  4. Right-click Turn off sending URLs as UTF-8, and then click Properties.
  5. To block the use of UTF-8 to send URLs, click Disable.
  6. To let users use UTF-8 to send URLs, click Enable.
  7. Click OK.
  8. Close Group Policy Object Editor, and then restart the computer.

Microsoft has confirmed that this is a problem in the Microsoft products that are listed in the "Applies to" section.
