Error message when you try to install a Office 2007 or Office 2010 suite or program: "Error 1321. Setup cannot modify the file <file_name>"
When you try to install a Microsoft Office 2007 or Office 2010 suite or program, the Setup program may stop responding. And, you may receive an error message that resembles the following error message:
Error 1321. Setup cannot modify the file file_name. Verify that the file exists in your system and that you have sufficient permissions to update it.
When this behavior occurs, the Setup program does not roll back the installation of the Office suite or program. And, you cannot useÂ
Add or Remove Programs to remove the Office suite or program.
Additionally, the Setup program may finish installing the Office suite or program after you receive this error message. If you try to start a Office program, the program does not start.
This problem may occur if the
Encrypt contents to secure data setting is enabled on the folder in which you are trying to install the Office suite or program. Â
To resolve this problem, install the Office suite or program in a folder that does not have theÂ
Encrypt contents to secure data setting enabled. To confirm that the
Encrypt contents to secure data setting is not enabled, follow these steps:
- Right-click the folder in which you want to install the Office suite or program.
- Click Properties.
- On the General tab, click Advanced.
- In the Advanced Attributes dialog box, make sure that the Encrypt contents to secure data check box under Compress or Encrypt Attributes is cleared.
Microsoft has confirmed that this is a problem in the Microsoft products that are listed in the "Applies to" section.

and low, and have tried a lot of solutions. When you finally found it, chances
are, it was because someone else helped you. Here's your chance to give back.
Use our community feedback tool to let others know what worked for you and what
didn't.
Please also understand that the community feedback system is not warranted to be
correct, it's simply a system that we've built to let people try and help each
other. If something in a feedback response doesn't make sense to you, or you're
not comfortable making changes that the feedback talks about (like registry
edits), please consult a professional.
