Error message when you try to install an Office program: "Microsoft Office <Product_Name> 2007 encountered an error during setup. Error 1714"

SYMPTOMS

When you try to install a 2007 Microsoft Office program or an Office 2010 program, you may receive an error message that resembles the following error message: 
Microsoft Office Product_Name 2007 encountered an error during setup.
Error 1714. Setup cannot remove the older version of Microsoft Office Product_Name 2007. Contact Microsoft Product Support Services (PSS) for assistance. For information about how to contact PSS, seeC:\DOCUME~1\<username>\LOCALS~1\Temp\Setup00000d64\PSS10R.CHM.
When you close the error message, you receive a Microsoft Office Product_Name 2007 Setup Watson error message or a Microsoft Office Product_Name 2010 Setup Watson error message. 

CAUSE

This issue may occur if the following conditions are true:
  • An earlier version of the Office program is installed on the computer.
  • This earlier version cannot be uninstalled by the 2007 Office program installation program or by the Office 2010 program installation program.

WORKAROUND

To work around this issue, use the Add or Remove Programs feature in Control Panel to uninstall the earlier version of Office. To do this, follow these steps:
  1. Click Start, click Run, type appwiz.cpl, and then click OK.
  2. In the Currently installed programs list, click the Office program that you want to remove, and then click Remove.
  3. In the Add or Remove Programs dialog box, click Yes.
After the earlier version of the Office program is uninstalled, install the 2007 Office program or the Office 2010 program.

Add/remove didn't work in my situation. Used MS Install cleanup tool, and still no success, but found a reference to a HIDDEN rgstrtn.lck file in the "ProgramDate\Microsoft Help" folder that needs to be renamed or deleted if a past install/uninstall of Office 2007 has failed.

Removing c:\ProgramData\Microsoft Help\rgstrtn.lck worked for me as well. Visio installed fine after that.

I was trying to install Microsoft Project, and kept receiving the following error: "Microsoft office project standard 2007 encountered an error during setup." There was no description of the error, what caused it, nothing. Looking through log files did not shed much light. After much, much, MUCH, googling I stumbled on this page which did not really help me. However, the two comments above (by Greg & dean), were the solution. The rgstrtn.lck file was in C:\Documents and Settings\All Users\Application Data\Microsoft Help for me. I renamed it to rgstrtn_old.lck and kicked off setup. Installed perfectly. Thanks Greg & Dean!

I have the same problem.... but I cannot find the Application Data file in my netbook... are there any other possible solution? Thanks

I have the same problem... Looked all over for the rgstrtn.lck file. I am using XP. I do not have a Program Data file, but I found Microsoft Help under Application Data, but still no rgstrtn.lck file. Where else should I look? I have checked for hidden files also.
