Error message when you view Web pages in Internet Explorer 7 that were created by using the Visio 2003 Save As Web feature: "Internet Explorer cannot open the Internet site"

SYMPTOMS

You view Web pages in Windows Internet Explorer 7 that were created by using the Microsoft Office Visio 2003 Save As Web feature. When you do this, the links may not function as expected. Additionally, you receive the following error message:
Internet Explorer cannot open the Internet site file://file_path/vml_1.htm Operation aborted.
Note In this error message, file_path is the path of a file, such as Y:/FilePath/Drawing/vml_1.htm.

CAUSE

This issue occurs when you use the Vector Markup Language (VML) output format in the Save as Web Page feature of Visio 2003.

RESOLUTION

Service pack information This problem has been corrected in Visio 2003 Service Pack 3. To resolve this problem, obtain the latest service pack for Visio 2003. For more information, click the following article number to view the article in the Microsoft Knowledge Base:

Note The installation of Service Pack 3 will correct the Save as Web Page feature so that newly saved files are created with the proper VML links. Existing pages that were previously saved before you installed Service Pack 3 will have to be re-saved or updated by using the third-party tool that is described in this article.

WORKAROUND

To work around this issue, use an output format other than VML when you save to HTML from Visio 2003. To do this, follow these steps:
  1. On the File menu, click Save as Web Page.
  2. Type the file name and the output location.
  3. Click Publish.
  4. Click the Advanced tab, and then click to select a format other than VML (Vector Markup Language) in the Output formats list.
  5. Click OK.

Additionally, a third-party tool is available that will update the hyperlinks in the HTML output to enable them to work correctly in Internet Explorer 7. Because this tool acts on the HTML output itself, the tool must be used each time that the "Save as Web Page" feature is used from Visio 2003 to create HTML output by using the VML format.
