You receive an error message when you try to use Windows Anytime Upgrade (WAU) to upgrade Windows Vista: "Unable to open the license"
When you try to use Windows Anytime Upgrade (WAU) to upgrade Windows Vista, you may receive the following error message:
Unable to open the license
Error Code: 0x8007000D
Error information:
The data is invalid.
Note This problem occurs after you complete the WAU purchase process, and then you click the link to download the upgrade.
This problem occurs because Windows Internet Explorer 7 recognizes the MIME type of the digital license and determines that the link must be opened by using the Software Licensing Commerce Client (SLCC).
This problem may also occur if either of the following conditions is true:
- An error occurs during the download process.
- The Automatic Update Manager (AUM) does not correctly format the XML for the Digital License Package (DLP) before the download process is started.
To work around this problem, click the link that is included in the purchase confirmation e-mail to download the upgrade again.
Note If this problem persists, contact WAU support to obtain a new DLP.
Microsoft has confirmed that this is a problem in the Microsoft products that are listed in the "Applies to" section.

Community Feedback System
Very often, it takes hours to solve a problem. Very often, you've looked high
and low, and have tried a lot of solutions. When you finally found it, chances
are, it was because someone else helped you. Here's your chance to give back.
Use our community feedback tool to let others know what worked for you and what
didn't.
Please also understand that the community feedback system is not warranted to be
correct, it's simply a system that we've built to let people try and help each
other. If something in a feedback response doesn't make sense to you, or you're
not comfortable making changes that the feedback talks about (like registry
edits), please consult a professional.
Thank you for using kbAlertz.com Feedback System.
