This article describes a URL encoding change in Windows Internet Explorer 7.

In Internet Explorer 7, all URLs are converted into UTF-8 encoding characters. This behavior may prevent some URLs from working in Internet Explorer 7, even though these same URLs work in Microsoft Internet Explorer 6. These URLs may not work in Internet Explorer 7 because a UTF-8 encoded URL may exceed the maximum length of 2,083 characters. Specifically, this behavior may occur when a POST request is used.

There is currently no workaround to resolve this behavior. Therefore, if you want to submit large amounts of data to the server, this data should be included in the body of the POST request.
