Warning message when you perform a content deployment or when you import contents to a site in SharePoint Server 2007: "Warning: Provisioning did not succeed"

SYMPTOMS

You create a site in Microsoft Office SharePoint Server 2007 by using the Publishing Site template. Then, you perform one of the following procedures:
  • You perform a content deployment to copy content from a source site collection to a destination site collection.
  • You export the contents of the site. Then, you import the contents to another site.
When you do this, you receive the following warning message:
[Date Time]: Progress: Importing Feature Publishing
[Date Time]: Warning: Provisioning did not succeed. Details: Failed to create the 'Pages' library. OriginalException: There can only be one instance of this list type in a web.
An instance already exists.
[Date Time]: Progress: Importing Feature PublishingWeb
[Date Time]: Warning: Provisioning did not succeed. Details: Failed to create the 'Pages' library. OriginalException: There can only be one instance of this list type in a web.

Additionally, when you view the features of the destination site on the Site Features page, you notice that the Office SharePoint Server Publishing feature is not activated.

CAUSE

This issue occurs if you rename the Pages document library of the source site before you export the contents of the site.

To prevent this issue, do not rename the Pages document library of the source site before you export the contents of the site.

The Pages document library is created by the Office SharePoint Server Publishing feature to store pages that are created in the site.
