The standard Web Parts are not available in a custom .stp template file in a Windows SharePoint Services 3.0 site collection
You create a new custom template (.stp) file to contain only the information and items that you want to be available for new sites and lists in a Microsoft Windows SharePoint Services 3.0 site collection. When you use the custom .stp template file to create a new page, the standard Web Parts are not available. Only the Web Parts that you added to the custom .stp template file are available.
To resolve this problem, apply hotfix 941422. This problem is fixed for custom .stp template files that are created from a site collection that is provisioned after hotfix 941422 is applied.
How to obtain the hotfix
This issue is fixed in the Windows SharePoint Services 3.0 post-Service Pack 1 Hotfix Package that is dated January 31, 2008. For more information, click the following article number to view the article in the Microsoft Knowledge Base:

Community Feedback System
Very often, it takes hours to solve a problem. Very often, you've looked high
and low, and have tried a lot of solutions. When you finally found it, chances
are, it was because someone else helped you. Here's your chance to give back.
Use our community feedback tool to let others know what worked for you and what
didn't.
Please also understand that the community feedback system is not warranted to be
correct, it's simply a system that we've built to let people try and help each
other. If something in a feedback response doesn't make sense to you, or you're
not comfortable making changes that the feedback talks about (like registry
edits), please consult a professional.
