Error message when you click Health Monitor in Application Center 2000: "Access denied 0x80041003"

SYMPTOMS

When you click Health Monitor in Microsoft Application Center 2000, you receive an error message that resembles the following:
Could not load the monitors. Access denied 0x80041003

CAUSE

This problem occurs because of incorrect Windows Management Instrumentation (WMI) permissions.

RESOLUTION
