Error message when you designate a member server as a new cluster controller in an Application Center 2000 cluster: "0x80004005"
When you designate a member server as a new cluster controller in a Microsoft Application Center 2000 cluster, you receive the following error message:
The Wizard was Unsuccessful
The cluster operation returned a failure.
0x80004005
unspecified error (0x80004005)
Click back to review your setting and then retry.
Additionally, you see the following event logged in the Application log in Event Viewer:

This issue may occur if all the member servers in the cluster are not configured to use the same Windows Internet Name Service (WINS) settings.
To resolve this issue, make sure that the WINS configuration settings on all member servers in the cluster are the same. To verify WINS settings, type
Ipconfig /all at a command prompt, and then make sure that the settings for the Primary WINS Server and the Secondary WINS Server that are displayed are correct. Repeat this step for all member servers in the cluster.
