SYMPTOMS

After you change the content type of the Default.aspx page used as a variation hierarchy on an Office SharePoint Server 2007 site, you add a new variation label and try to create the hierarchy. However, you cannot create the hierarchy. Also, the following error message is logged in the Variation logs:
The variation system failed to pair up pages http://<Server>/en-US/web/Pages/default.aspx and /ja-JP/web/Pages/default.aspx because their Content Types do not match.

WORKAROUND

Workaround 1

If you have already created your variations hierarchy, work around this problem by following these steps:
  1. Change the welcome page of the destination label site from Default.aspx to another page.
  2. Delete Default.aspx on the destination label site.
  3. Browse to the equivalent of source label site, check out the Default.aspx page, and then check in the Default.aspx page. The variation system will re-create the Default.aspx page on the destination label site.
  4. When the page is recreated, change the welcome page on the destination label site back to Default.aspx.
  5. Repeat steps 1 through step 4 if you have multiple variation sites.

Workaround 2

If you have not already created your variations hierarchy, work around this problem by following this best practice. Before create the variations hierarchy, change the content type of the Default.aspx page. Then, you can create your variations hierarchy and add new labels without any issues.

Microsoft has confirmed that this is a problem in the Microsoft products that are listed in the "Applies to" section.
