When you try to install ISA Server 2004 on Windows Small Business Server 2003, you may receive the following error message:

 ISA Server 2004 Setup for Windows Small Business Server 2003 - The wizard cannot install ISA Server 2004 because the server is not running the correct operating system. To correct this problem, install Windows Small Business Server 2003 with Service Pack 1, and then restart this wizard.

If you analyze the sbsisa2k4setuplog.txt file in the
C:\Program Files\Microsoft Windows Small Business Server\Support directory you will find the following entry:

This issue may occur when the ISA Server 2004 setup is unable to detect Small Business Server 2003 SP1 on the server.
In order to resolve this issue, you may first install SBS 2003 SP1. If the SBS 2003 SP1 has been installed earlier, look for the key ServicePackNumber under HKLM\Software\Microsoft\SmallBusinessServer\ and ensure that it has a value of 1. If the key is missing or contain a value other than 1, reinstall SBS 2003 SP1.
