Cross-platform iSCSI boot deployment scenarios are not supported.

Installation of x64 Windows from cross-platform media (x86 WinPE) to an iSCSI boot disk fails late in install with error, "Windows installation cannot continue because a required driver could not be installed."
The iSCSI boot specific Setup code is not cross-platform aware.
When using a NIC-based iSCSI boot solution and cross-platform media, installation will fail in the WinPE phase of Setup.
When using an HBA-based iSCSI boot solution and cross-platform media, failure of the installation may occur after Setup has completed.
You must use the same architecture for WinPE as the target deployment architecture when deploying to an iSCSI boot disk.
For example, if you are installing x64 architecture Windows, you must use x64 architecture WinPEÂ (such as x64 architecture-only installation media).
Cross-platform media, such as cross-platform media available on MSDN, or cross-platform media created using the OEM Preinstallation Kit (OPK), will fail in this iSCSI boot scenario.
