Windows SharePoint Services 3.0 does not support the Irish and Welsh locales
Windows
SharePoint Services 3.0 does not support the Irish and Welsh locales. This occurs
because the Irish and Welsh locales do not exist in the Rgnlstng.xms file.
To resolve this issue, apply the following update:

)
Description of the Windows SharePoint Services 3.0 hotfix package (Wssmui.msp): April 28, 2009
Limitation
After you install this Hotfix package, you will encounter various
performance issues when you use Irish and Welsh locales on a SharePoint
deployment that is installed on Windows Server 2003.
To work around
these issues, use one of the following methods:
- Use Irish and Welsh locales on a SharePoint deployment that
is installed on Windows Server 2008.
- Use locales other than Irish and Welsh, for example
English, on a SharePoint deployment that is installed on Windows Server 2003.
Note If you use this method, the calendar, currency, date, and time
will not appear localized to Welsh or Irish standards because an alternative
locale, for example English, was selected.
Microsoft
has confirmed that this is a problem in the Microsoft products that are listed
in the "Applies to" section.
APPLIES TO
- Microsoft Windows SharePoint Services 3.0

Community Feedback System
Very often, it takes hours to solve a problem. Very often, you've looked high
and low, and have tried a lot of solutions. When you finally found it, chances
are, it was because someone else helped you. Here's your chance to give back.
Use our community feedback tool to let others know what worked for you and what
didn't.
Please also understand that the community feedback system is not warranted to be
correct, it's simply a system that we've built to let people try and help each
other. If something in a feedback response doesn't make sense to you, or you're
not comfortable making changes that the feedback talks about (like registry
edits), please consult a professional.
