When SharePoint Designer is used to open and edit web pages of a SharePoint site the following error is observed. The error is displayed on most of the controls, when the web page is opened in Design View.
"Error rendering control. An error occurred while fetching preview"
With Verbose Diagnostics logging for SharePoint, the following error is found in the ULS logs:

This issue can occur because of the implementation of restrictive privileges for users on the SharePoint server. By default, on Windows 2003 servers, the
Everyone and
Users group are granted the "
Bypass Traverse checking†privilege. If Windows 2003 is configured to remove the "
Bypass Traverse checking†privilege, users may face issues while trying to use the Design view in SharePoint Designer for SharePoint web pages.
To resolve this issue, ensure that the Authenticated Users are granted the Bypass Traverse Checking privilege. You can use the following steps to do this:
1.    Open the
Local Security Policy snap-in from
Administrative tools.
2.    Click
Local Policies, and then click
User Rights Assignment.
3.      Double-click on "
Bypass Traverse Checking" and add the
Authenticated Users group.
